Is Vietnam Visa on Arrival Available for Indian Citizens?
It can be available, but not as a general walk-up tourist visa. Vietnam’s Ministry of Foreign Affairs lists specific cases in which a foreign traveller may be eligible to collect a visa at an international border gate.
The key point is the one that many commercial “urgent visa” pages blur: approval must be arranged before you enter Vietnam. You cannot assume that a delayed e-Visa gives you the right to board a flight and obtain a visa after landing.
Who May Be Eligible for Visa on Arrival?
Current Ministry of Foreign Affairs guidance includes cases such as:
- travellers departing from a country where there is no competent Vietnamese visa-granting authority;
- travellers passing through several countries before entering Vietnam;
- travellers visiting Vietnam on a tour organised by an international travel agency operating in Vietnam;
- certain foreign crewmembers;
- travellers entering to attend a relative’s funeral or visit a seriously ill family member;
- travellers entering for emergency response, search and rescue, disaster or epidemic control, or another special purpose requested by a competent Vietnamese authority.
Eligibility depends on the actual case and the approval issued by the competent authority. Being an Indian passport holder by itself does not make VOA a normal tourist alternative.

What Approval Is Required Before Travel?
The Ministry of Foreign Affairs states that eligible VOA applicants must obtain approval for visa issuance at the border gate before entering Vietnam. Depending on the case, the approval may involve the Immigration Department, Consular Department or Ho Chi Minh City Department of Foreign Affairs.
At the border control point, the immigration authority checks the traveller’s information and the recognised approval before the visa is granted.
A private company’s booking confirmation is not a substitute for the approval recognised by the competent Vietnamese authority.
What Documents Are Used at the Border?
For an eligible VOA case, current MOFA guidance says the traveller presents a passport or international travel document and completes the visa application form with the required photo at the border control authority. The exact supporting documents depend on the approval and visa category.
Use the instructions attached to your approved case. Do not rely on a generic checklist copied from an old agency page.
Should an Ordinary Indian Tourist Choose VOA or e-Visa?
For a standard holiday planned in advance, the e-Visa is usually the clearer route. It can be applied for directly through the official government system, may be valid for up to 90 days and may be issued for single or multiple entry.

What If Your e-Visa Is Still Pending Close to Departure?
Do not automatically switch to a private “emergency VOA” product. First:
- check the application on the official e-Visa status page;
- confirm that the application details are accurate;
- use the official support channel if you need clarification;
- change the travel plan if necessary rather than assuming airport issuance is guaranteed.
A short deadline does not create VOA eligibility by itself.
VOA Fees and Processing Times
There is no single private-agency fee or urgent timetable that should be presented as the official VOA price for every Indian traveller. Private service charges are not the same thing as government visa fees.
For an eligible case, confirm the official fee, approval process and timing with the competent Vietnamese authority or the qualifying inviting/organising entity handling that case.
Can VOA Be Used at Any Airport or Border?
Do not choose your flight around an old list of “VOA airports” from a commercial blog. The route must match the approval and the current official border-gate procedure for the case.
If your travel plan changes after approval, confirm the new route before departure rather than assuming the same approval will work everywhere.
Can a VOA Be Extended After Arrival?
